Y.Bhg Dato' Mohd Nor Bin Khalid or Dato' Lat was born in Kota Bharu, Perak on 5 March 1951. As a native of Perak, Lat has built a strong name in the field of caricature. His involvement and contribution is recognized by the country and the international world. As a prolific cartoonist, he produced works on par with the world's leading cartoonists.

In addition to being able to depict his life experiences, Lat's works such as Kampung Boy reflect the refined rural Malay cultural values, love, family and the meaning of friendship in Lat's paintings so well through a style that is sensitive to the landscape and the environment. Lat's works show the pluralistic society of Malaysia and families in villages and cities with their own faces, antics and characters.

On top of his continuous contribution, Galeri Rumah Lat was built to commemorate his services and to ensure that all these high-value works can be exhibited in a more special place and that his works can be kept forever for future generations to see and refer to.
